Description:
The Director for Financial Aid provides leadership and administration of the federal, state, and institutional financial aid programs and services in excess of $18 million dollars at Whatcom Community College. This position provides administrative leadership and oversight for effective delivery of financial aid programs and establishes, recommends, and administers policies and procedures for the Financial Aid Office. The Director for Financial Aid is responsible for the daily supervision of all financial aid grants, work study, loans, scholarships, and various special targeted funding programs. Reporting to the Vice President for Student Services, the Director for Financial Aid is responsible for compliance to relevant state and federal regulations while maintaining high quality customer service and coordination through collaborative efforts across the division and the campus, while building a welcoming and inclusive campus community for WCC's diverse student population. Job Responsibilities: -Direct review, awarding, and disbursements of financial aid (including grants, scholarships, work study and loans) to students; perform and supervise all related aspects. -Manage application processing and financial aid packaging. Oversee the monitoring of ongoing student eligibility including satisfactory academic progress (SAP) standards, professional judgment, petition processing, withdrawal, federal return of Title IV funds, state and institutional refund processes and repayment processing. Oversee all Title IV US Department of Education and National Student Loan Data System notifications. -Administer and supervise the appeals process for SAP standards and special circumstances. Oversee appeals committee and appeal guidelines. Train appeals committee and ensure compliance to procedural and regulatory requirements. Oversee notification process for students on appeal outcomes and counsel students on available options. -Develop, modify, implement, and evaluate the application intake and tracking process for proper documentation of all awards for audit trail. Maintain fund control records in accordance with funding level limitations. Complete federal, state, and institutional reports including applications for federal funding and reports the expenditures of funds allocated, such as the FISAP. Coordinate internal reconciliation efforts and report to reviewing entities, including (but not limited to) auditors, program reviewers, and accreditation teams. -Develop and enhance close working relationships with faculty and collaboratively link strategies to entry, progression, and completion for WCC's diverse student population. Support and co-lead the integration of a strengths-based, culturally responsive approach to serving WCC's diverse student population through financial aid literacy workshops, new student orientation, advising, and financial aid outreach activities. -Hire, train, supervise, and evaluate employees in accordance with applicable state and federal laws, and WCC policies and procedures. -Lead staff meetings, share information as appropriate, promote the development of ideas for improved service and efficiency, and encourage teamwork. Provide and evaluate staff training and professional development opportunities to ensure consistent application of federal, state, and institutional financial aid regulations. -Serve as Subject Matter Expert (SME) for the college's transition and implementation of CtC Link practices in Student Services for Financial Aid. Plan and perform staff training for PeopleSoft, provide demonstrations and training to faculty, staff and students on new functionality of the Financial Aid portal. -Lead and supervise staff to meet performance goals and foster high quality customer service coupled with competing demands. Coordinate closely with Business Office, Admissions and Registration, Advising, Instruction, and related college departments. -Collaboratively develop written instructions, publications, and training materials that effectively and meaningfully convey policies, procedures, guidelines, and resources. Develop consumer information materials in both written format and on the web site to highlight various resources, outline required procedures, and streamline complex processes. -Provide direct financial aid guidance and problem resolution for students and parents. Develop, facilitate, and evaluate financial aid presentations and participate in outreach activities, parent/family nights, affinity group celebrations, including undocumented students, Whatcom Wave, orientation activities, new student advising, and financial aid literacy programs and services. -Develop annual department goals in support of the college's strategic plan, and contribute to institutional assessment and improvement. -Represent the college at professional meetings and serve on committees as needed. -Oversee and manage financial aid office operational budget and allocation of resources. -Participate in resource development and grant writing. -Perform other duties as assigned or delegated by the Vice President for Student Services. Salary and Appointment: -This is a full-time administrative/exempt position with an annual salary based upon a range of $73,000- $76,095. Qualifications:
Minimum Qualifications: -Bachelor's degree from an accredited institution. -Demonstrated proficiency in Federal needs analysis methodology and financial management practices; proficiency with verification and student eligibility criteria using computerized software. -Five (5) years of increasingly responsible experience in student financial aid administration and extensive knowledge of financial aid rules and regulations. -Demonstrated experience in managing budgets, supervising, and evaluating staff. -Demonstrated experience in facilitating leadership and organizational development. Preferred Qualifications: -Master's degree from an accredited institution. -Demonstrated experience and working knowledge of Federal EDE, COD, FAM, SAFERs and NSLDS software applications, in addition to Data Express database management software. -Demonstrated proactive and transformational leadership experiences, able to identify and implement programs and services which address financial aid needs in a complex and dynamic environment. -Demonstrated experience working in a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, gender/sexuality, and ethnic backgrounds and identities. -Excellent verbal, listening, writing, problem-solving and interpersonal communication skills.
